The power armor is like a giant exo-suit that is neurologically linked to its user. The fact that its users are genetically engineered superhumans also helps.

Actually, it’s only the space marines who have the Black Carapace implant that lets them interface with their armor. Other humans can use different models of powered armor, and they don’t need to be linked to it, but it tends to be less effective for various reasons (for example, they can’t have the armor’s sensors linked directly to their brains.
Wfb armour, I dunno. Well-made RL armour, even late mediaeval European plate, hangs well and doesn’t really slow you down as much as you think. For the RP and games, I think the bulky chaos stuff is supposed to be a living part of the wearer…
I was a (sort of) of W40K, so if I remember correctly, it goes like this.
to put it simple, everyone who wears a power armor, has some sort of small circuits just under the skin throughout his entire body, this allows the power armor to move with the body… otherwise it will be like a normal person wearing a 2tons armor.
