1st Grogar stole ponies magic, even earth and pegasus ponies have it. and when is a big amount of it a regular pony can transform into an Alicorn.
 
Cozy 1st stage tranformation was into a little alicorn due to that magic
 
Cozy second stage ultimate form was after absorbing the magic from Discord they stole using the bell. Call it Golly Discord form.
 
comparing GollyDiscord form to Alicorn Cozy you see the difference in power and size is tremendous. this means Discord magic power is several times the power of an Alicorn

Who knows? Since Grogar lived such a long time ago, before even the founding of Equestria, it could have been someone we have never heard of before…who probably isn’t around anymore since Grogar stole their magic and Alicorness (yes, I know that’s not a word) and has thus no chance of being immortal.

Grogar seemed to gain his magic by stealing it from others with his bell, similar to the Storm King and his staff, and likely he stole an alicorn’s power at some point…and then that magic was given to Cozy Glow.

Technically, when Tirek absorbs magic into his body, he can use it only for increase his personal abilities. He doesn’t learn new moves when he does it. Instead the bell gives you the abilities of the original owner of the magic.
