Alchemic Matter Creation- the stand’s sole special ability is simply to create anything out of thin air as long as the user has a detailed mental blueprint of the object being made and the stand can absorb enough raw material from around it to use for the alchemy process, the things created can appear anywhere within a 100 mile radius. It can be anything from a working hydrogen bomb to even a living tyrannosaurus.
Super Strength- this stand’s physical strength is near immeserable.

Though come to think of it that didn’t actually happen in Stone Ocean, sure Pucci still gets killed but it’s not even by the main hero and in the end Stairway to Heaven still did its job.
There’s always an overpowered final villain that’ll be killed by an even more overpowered main protagonist with a sudden new power out of nowhere. I wouldn’t really worry about it.
The Stand is effectively Discord and Discord was essentially omnipotent in scale to his abilities. I’d say the Stand fits perfectly
I think the stand should have a flag that doesn’t allow it’s user to think properly and making him/her to act chaotically.
Examples: Using less effective but flashier attacks that could allow your enemies to surpass you, forgetting about the enemy you were going to finish off because it got boring, revealing your plans to the enemy just to make the battle funnier, etc.
Ah, you named her after Discord.
