Either Celestia decided to make use of Daybreaker, or this is the same one from the nightmare knights arc. If the latter, it appears that Nightmare Moon may have survived after all.

Prince Ecosis formally lead a war against Celestia after she began heavily neglecting him in favor of her Unicorn students. He unified changelings, griffins, and dragons against Equestria and the war waged on for centuries.
After her failure in the Canterlot Invasion, Ecosis viciously beat her in anger, enraged that Chrysalis had Celestia and Equestria in her grasp, and then let everything slip through her hooves. After beating her for several long seconds, he stole her magic from her, leaving her a weak changeling unable to feed her hive. But, before he dropped changelings from his Alliance like he did with the dragons after the Dragon Lord at the time backstabbed him, his skunk assistant, Abigail the Beloved (the skunk in the candy bowl), helped him regain his sanity good enough for him to apologize, return her magic to her, and continue working with her until he eventually surrendered. They would go on to marry each other after Ecosis would convince her to come to the good side.
So, Chrysalis doesn’t need any restrictions or someone constantly watching her. Ecosis keeps his wife in check every day, and Chrysalis obeys him every time he tells her to do something.

She doesn’t need restrictions. She doesn’t dare cross Prince Ecosis, as she’s seen his bad side after her failure in th Canterlot Wedding Invasion. So, as long as Ecosis gives her the love she needs, she’s fine with keeping evil out of her lifestyle.
