There is, and it is neither of those things. Have some backstory:
 
Aside from being the town brewer, she also pretty much plays the role of the town drunk. She gets herself in quite a bit of trouble regularly, as drunk ponies can get a little reckless. The sheriff frequently decides to throw her in jail overnight, but considering the importance of the brewing business in a small town, it would not be a particularly good idea to keep her imprisoned. Between this and her compensating for material damage, the sheriff just ends up turning a blind eye.  
However, as she does have a tendency to get a bit aggresive when drunk, the sheriff has her chained down just in case. And after the first few times, he demanded her to keep the bracelet and chains on to make it easier on him. Mostly to avoid the hassle and minimize the risk of a hoof to the face.
 
In the end, she could of course take them off to test the waters and see what the results are, but after some time it became a point of pride. It made her look tougher than she really is, and it serves as a great conversationpiece in taverns. Though mostly on deliveries, as everyone in town has heard her version of the story already. Including how it became more ridiculous every time she told it.
