Nah, let her just wear panties underneath. It isn’t uncommon for girls to just wear panties underneath; considering all the girls flashing their panties at the playground in elementary school; but since that was a long time ago, time could have changed. I guess it also depends on country and region, as some schools don’t allow panties to be seen during school.
