The intent is quite different, trixie sought the emulate in order to hurt someone, rarity was given a book by someone she trusts in order to help her creativity. The books(unlike the emulates) effects are more mysterious and not clear, no one warned her that this book is so dangerous, if anything I will say spike is just as guilty(probably more) as rarity for actually taking a book from a questionable place. The AE was known for his dangerous powers, thats why trixie looked for it, while the book was not(certainly not to that degree).
Say if trixie, found a shady emulate and used it in order to help her performances and got corrupted and hurt someone than it will be similar to raritys case, but she had bad intentions from the very start. Trixie was a victim to her own ego, and some things she has done without the emulate are questionable, she did not snap out of it the moment she took the emulate off, she did try to hurt dash and wanted it back(it may be still after effects of the AE, but this is just a theory).
I dunno, to me it still feels like it falls more into the category of criminal negligence rather than intent.
Or is Rarity responsible for what the Inspiration Manifestation book made her do? Because it’s the same principle.
Taking over ponyville was not her original plan by all likelihood, yet even if she did not know about what exactly the emulate does its not taking away any blame from her, she certainly had to some degree bad intentions and the rest snowballed from there, but she willingly took the risk the moment she persecuted this relic.

Maybe so, but the rest of Ponyville probably wasn’t meant to be collateral damage before the Amulet got into her brain.
I’m honestly not sure how much Trixie knew about the amulet beyond “it’ll make you super powerful”. She doesn’t really strike me as the type to do much research, and several episode make it clear that she’s got a bad habit of not thinking things through before she does them.
You need to apply trixi’s intentions before she put the emulate on, she wanted revenge, the emulate just drove her even further. She did not hurt twilight on accident, its like go driving while you intend on breaking the law even before you drank and ended up making an even bigger offense because you were drunk. Trixie is responsible for her doings in season 3, she knew the emulate was not to be messed with but still took it because she wanted revenge.

If you drive drunk, it’s still your fault if you hit someone with your car, but it’s not the same as if you ran them over on purpose. I think it’s fair to apply that standard here.
I don´t think Trixie means to say if or if not one should be okay with the Feeling of “they got what they deserved”, but rather a factual Statement that if you are okay with the punishment you don´t give chances.

Whatever she planed originally is mere speculation on our part, but I personally think she did not actually had a formulated plan, she just wanted to crush twilight(not literally) and see what happens than, if her explanation in the episode is any indication than she had a lot of pent up anger.
Most likely the amulet already began twisting her up the moment she put it on by the time she did that to Rainbow Dash.
Logically she probably originally planned to just one-up Twilight and thats it. She’s a magician so she wouldn’t want to do anything else that would mess things up for her for her audience. Wanting to just repair her image(by beating the unicorn that one-upped her) and then just resume to dazzle the audience.
So most likely she just wanted to outbest Twilight and that’s it before the amulet instantly twisted her up.
We do not really know what she actually planed for twilight, I am not saying she planed something on a major villain scale but I will not be surprised if humiliating twilight would not have been enough. She should have been punished for even using the emulate(and for a short while after she took of the emulate she actually wanted to hurt RD, was it still the after effects of the emulate or she was really that spiteful?)
And I highly doubt that she truly felt sorry for what she did to twilight, considering what happened in season 6 and by what she said after the apology I think she was humiliated and wanted to somehow bust her ego.

Hence why she is not fully held accountable on what happened.
Specifically on what happened after she gotten it. And her being sorry on what happened did help too once she was away from the amulet.
Obviously she was planning on just using it to humiliate Twilight and then probably resume being a magician on-stage, but the amulet twisted her up to do all of that stuff.
Trixie sought the emulate to exact revenge, maybe she got carried away due too the emulate but her intentions were 100% not innocent.
tbf, the person who used the gun was in complete control of his/herself.
Trixie in the case with the amulet, she wasn’t exactly in control of herself due to being corrupted by it.
She goofted up but the amulet made things worse.
In the mass murderer’s defense, it was the gun’s fault.
What a stupid defense.
She thought that part was made up to scare people from using it.
She still chose to seek out the amulet and put it on though, so I’m not sure how much leeway that would get her.
In Trixie’s defense, it was mostly the Alicorn Amulet’s fault.
Well, that would mean death for Starlight (at least twice), Tempest Shadow and in theory also Trixie (but since she was possessed, she can be forgiven) because enslaving ponies will result in your death. Just ask Sombra, the Storm King or Sombra 2.0
