It’s not that dragons are colorblind. It’s that the Dragonlands is such a drab place, its inhabitants never developed more than a basic vocabulary to describe colors. A pony can easily tell apart subtle color differences, a dragon can’t. To Ember, Twilight Sparkle and Starlight Glimmer are the same color, “purple”.
 
It also doesn’t help that dragons come in all manner of shapes and sizes, while ponies are pretty consistently the same (relatively speaking). To a dragon, ponies have so little variation in their body shape that they all appear the same. So, it’s not hard to see how Ember couldn’t tell Twilight and Starlight apart.
