Yeah, because Sweetie Belle doesn’t have a brother, and she’s referring to Rarity. The artist made a mistake and should’ve written “onee-chan.”

“Onii-chan” means big brother in Japanese (I’m pretty sure it’s a reference to this video; if Sweetie referred to Rarity, the proper form would be “onee-chan” — big sister — though).
“Ara, ara” is an interjection that equates to “my, my”, if I’m not mistaken.
