Considering how many body shapes dragons have in the show, it’s unlikely that Rarity would’ve made a costume that DIDN’T look like one of them.

Considering how little the ponies knew about dragons, the fact that Rarity designed a costume that was so close to the appearance of an actual dragon, in the realm of the show, can just be chalked up to luck.
