The Foundation no longer uses Protocol 12. They now actually release and pay the Class-D after their service is complete, only amnesticizing them. The Foundation does not have the resources to continue terminating them after just one month, and the Ethics Committee no longer stands for it.
Damn. They must be really desperate for Protocol 12 to go that far.

They’re mostly criminals that are sentenced to life imprisonment or death penalty though. That’s why I said Pipp will be testing out SCP-999. It’s one of the nicer and more wholesome SCPs. (Yes, those do exist.)

Short and simple: D-Class is the ‘expendable’ personal sent out in any situation too dangerous for researchers or security.
