You don’t need to give them polluted water(not that polluted water does anything for any animals growth other than stunt it).
Zebra mantis shrimp reach that size naturally, getting to 40cm(a little over 15 inches, for those who don’t feel like googling).
Mantis Shrimp are occasionally fucking huge.
I’m pretty sure that if you gave these things polluted enough water they could reach those sizes.
These are about 1/8th of the way there.

We have 1 foot+ mantis shrimp in a nearby canal.
But that was before we dumped all that sewage into the Ala Wai…

well technically only 13 of those see “color”, i.e. wavelengths of light. the other 3 detect polarized light.
Also that it has 16 color sensing cones in it’s eyes as opposed to humans who have 3. It can see colors we don’t even have names for.
A mantis shrimp. It’s claim to fame is the fact it has one of the fastest and most powerful punches for it’s size of any animal.
