The blue pegasus stallion with the monocle from that family photo, and the food cart guy are probably the same pony. He also wears a crown (which is also the sign/logo of his soup cart), and has golden hooves just like Pipp.
Not to mention, he was way too bubbly and well-animated for a random background pony.

Not necessarily. Maybe that’s exactly what he always wanted. He might be a guy who would choose a simpler way of living over a royal life with full of restrictions, rules and duties. Maybe he’s not even such a bad, selfish guy, but he was forced into the royal life, maybe his marriage with Queen Haven was arranged. And at some point he probably realized that this is not for him.
Probably because their relationship with this guy just didn’t work? He’s having a moving food cart, enjoying the freedom, traveling and such. On the other hand Queen Haven is clearly a family-oriented pony and apparently so is Alphabittle. 🤔 She needs stability in her life which her ex-husband most likely couldn’t provide her. But this is just my theory.
