I’m pretty sure the ‘NO DRAGONS’ references the ‘NO SMOKING’ text that the Liquid oxygen storage tank at The Kennedy Space Center Launch Complex 39A has. The tanks are practically identical with the same color text.@Ajedi32

I think it’s a bit more straightforward than that in that dragons with their inner fire are a potential source of ignition for the fuel / oxidizer tanks on the site and are thus warned to keep away for safety purposes.

Shouldn’t this be under a concrete barrier if they’re so worried about dragonfire? We do it for nuclear power plants, so why not here? Also, you could have a localized no-fly zone and enforce it with surface to air artillery and ballistics. If dragons have a unique theremal map, you could use heat sensing technology and program the artillery to only fire when an airborne bogey that has a heat map within acceptable parameters enters the no-fly zone.
