Wich is also why it should be Fluttershy who needs to explain to Scootaloo it’s ok to be bad at flying and she’ll get the hang of it for sure.  
Rainbow Dash can’t relate to Scootaloo because she’s naturally great at flying.

Fluttershy is only known to be older than Pinkie, her looks in that episode didn’t have anything to do with her age, and it seemed that she looked like that to explain why she was bullied (her weird appearance and her clumsiness because of it)
 
On the other hand, Rarity said that she knew how the CMC felt, and that she wondered for a long time why she didn’t have her cutie mark, which implies that she was kinda old for her blank flank.

AJ was ‘one of the last in her class’ to get her cutie mark, and Fluttershy was the oldest to get her cutie mark based on this episode
 
so that means Flutters spent most of her fillyhood as a blankflank - much longer than the CMC at this point
 
An unfortunate fact that she was undoubtedly very self-conscious of, and was probably bullied for
 
resulting in a phobia of peer based judgement, that in turn could be mistaken for ‘just being shy’
