That’s a complex question with an answer too elaborate for me to cover properly. Personally I blame employer’s requirements for entry level jobs being unreasonably high.

^ Not really, outsourcing is natural process of competition between various providers of labor, and in fact is benefitial for both population. Try to think about work as any other good or service that can be exchange when exchange proves beneficial to both sides. Because lack of regulation in business leads to runaway downsizing and outsourcing to cut costs while keeping profits, leading to mass layoffs and a saturation of overqualified and experienced workers in unskilled and entry-level positions, and business executives making record-level profits have bought out the legislators who could have reined them in.

Because people are too stupid to expand social safety nets and integrate wise and efficient action to merge a so called free market with natural integration into it.

Mostly because of state intervention in labor market - the only unemployment that existed before that was frictional (people between jobs) and was usually around 1-2%. There was sometimes structural unemployed, effect of the great changes in some industry (for example typesetter and carters in the XX century), but it was only in some industries for limited period of time. Unfortunately unemployment benefits and minimal wage makes impossible for free market to regulate labor supply and demand in normal manner. I recommend reading Hayek and Austrian School of Economics in general. For another approach to this problem (which I oppose but it should be noted) you should read Keynes, by who’s philosophies most of today’s government act. Which is unfortunate.
