The “fun police” remark is taken from episode 13, when he reaches the surface for the first time only to get driven back underground almost immediatly afterwards due to the soldiers carpet bombing the area. Although considering the neurotic and paranoid mess Freeman is, I wouldn’t doubt that he says that elsewhere in the series.
