That being said, this is the best I could come up with:
She was born without legs and when her home town heard about it, everypony chipped in and arranged for the magical wheel adaptation.

Know what? I like that. Anything else I can think of has an element of sadness and I don’t want that for her because I picture her as having a happy disposition and positive outlook on life and a sad backstory would kinda put a damper on that.

Seriously, I’m amazed. First we get Wheely, who is already crazy and awesome enough, but now she has TREADS? I love you guys.
Seriously, I’m astonished what fandom can do.
We could basically draw her as any vehicle we wish simply just by changing her wheels and/or adding parts on her.
Handlebar horns + exhaust pipes = Biker Wheely
Chest mounted blade + treads = Bulldozer Wheely
Back mounted Gun turret + treads = Tank Wheely
Larger hind wheels + exhaust pipes + spoilers = Racer Wheely
Big wheels with suspensions = Monster Truck Wheely
Vertical exhausts pipes + trailer wagon = Wheely Prime
She still has her normal wheel set, just upgraded with threads.
Oh and the wings are not missing, they’re kind of tucked in the inside of threads between her wheels.
Probably. They do have floating chariots and wagons (that look delivery trucks) don’t they?
Why not, she could do a lot of things. Wheely is very surreal and as she is, she can’t really fit in Equestria. Which means she doesn’t need to follow the rules established by the show, or have a specific back story.
Personally I like to think that she’s Rainbow Dash’s recurring dream, hence the strong similarity between them.
