I won’t got on my long rain rants but I will give a condensed one just because.
 
Clouds make the sky seem more cozy than a harsh open blue sky. The drumming of drops on the ceiling and ground give a soothing noise that is great to fall asleep to as well as stroll in. And the water seems to blur the outlines of the world making everything look more dreamy as renewed scents of nature hit your nose. And of course what is more romantic than kissing in the rain, both of you heedless of being drenched and huddled close for warmth?
