Here’s how: They were the couple from the love poison story. At one time they were very much like Cadence and Shinning armor, a unicorn married to an alicorn princess. The poison eventually corrupted them, turning Sombra’s heart dark and leaving Chrysalis heartless. She became addicted to consuming love and it was corrosive to her form like candy to a tooth. He still pinned for her though selfishly but she couldn’t return his love, making him feel only anger and anguish.
She left to find others to steal love from, many being turned into creatures such as herself. He enslaved the ones of their subjects she didn’t take away.
Evil is subjective, characters/people do things for their own reasons/they are complex and can’t just be put into a ‘good’ or ‘evil’ box.
Western morality in this sense, meaning based on the abrahamic religions ideas of good and evil.
Since seeing characters as ‘good’ or ‘evil’ kinda results in shitty characters?
(E.g. Hero always wins, etc etc)
Where as looking at them as ‘they are doing their own thing’ which just happens to be counter to the well being or the fulfillment of the goals of the main character, fleshes them out into more realistic characters, instead of the 2d ‘evil’.

I don’t see why you’re making a fuss over someone calling a cartoon villain evil.
Sombra (by season 3) seemed to have only the basic mind left (Urge to get his kingdom back + GET THE HEART).
Where as Chrysi was getting food (and is rather nice and kind to her lings in the comic).
A bitch to ponies, but nice to her own kids/race. (Since you know…queen. She doesn’t really have a reason to act nice to ponies, baring the ‘oh shit love everywhere nomnomnom’ if you can get them to trust you (Though, seeing how ponies reacted to Zecora (e.g. ‘EVIL BECAUSE DIFFERENT D:’), I doubt it would have worked))
You are looking at a different civilization and culture, applying your own western morality to them, then using that to call them ‘evil’.
Funfact: No such thing as evil
From other race’s point of view, your normal day to day actions would be evil.
(Though, it doesn’t really apply to season 3 Sombra. Since it is debatable if he was all there or not. In which case, then yeah, he is ‘evil’/closest thing to it you can get.)
He also did not lose because of his ego.
Sombra doesn’t sing epic arias.
