The parental relations in G1 were rather fuzzy. I think the baby ponies were the offspring of theirs adult counterparts(in ‘bright lights’ they say something like this), since Ember isn’t called ‘Baby Twilight’ probably theirs relation is not by blood but I’m not sure.

Most people seem to see their relationship that way. Of the few g1 fanfics there are, most that deal with them treat them as mother and daughter, but interestingly, I’ve never seen one where they were biologically related. Twilight is always the one who took her in after her parents died/abandoned her/something.

Unless there’s a G1 comic or package that says so, I don’t think Ember is Twilight’s daughter. All the G1 ponies were equally affectionate with each other, they were a very small community of only about 40 or so ponies.
