Yeah, it was a shock for Fluttershy’s father when he found out too.

Flutter was fed up with the way Ponyville treated her. She decided to go on vacation to a resort she recieved from a flier. The flier was actually bait from the changelings to get food. While at the changeling-disguised resort, Fluttershy accidently met Chrysalis, who was also surprised to see her. They had a little talk, had fun, and Chrysalis persuaded Fluttershy to join her. She gave Fluttershy the ‘Royal Treatment’ and that brings to this image.

Good enough for me.
My guess is Fluttershy and Queen Chrysalis are making a bet to see who’s life is easier. It’ll end with all of Ponyville hating Fluttershy (Actually Chrysalis in disguise) and the changelings entering a new golden age after Fluttershy teaches them if they’re nice to others, others will love them.
