Firstly, The only way we could have it now is if  
1)It has been posted by the requester  
2)It has been posted by the artist  
3)It has been posted by one of the 4chan low-scum  
4)It was posted elsewhere and has since arrived here
 
Secondly, considering the lack of tagging, and the fact that until you pointed out the artist we had no idea it was a work from Paladin I doubt that Tasila (The OP) even knew it was supposed to be DNP.  
Nor has Paladin made any requests for any of his work to be classified as DNP so how where we supposed to know exactly?
 
Calm thyself, Just report it; Provide the mods with a way to contact Paladin so they can verify with him this pieces DNP status and move on.  
Getting you panties in a twist is not going to get it removed or fix anything.

It is not finished and neevr will be, it was posted for requester as a preview and he asked to do not repost it anywhere. That was almost 3 month ago. Guess why it was nowhere posted? Because some people had respect for the artist. Even such low-scum as 4chan.
