No. The skirt serves no purpose in showing off the panties. (That’s what mannequins are for.)  
Certainly, her goal is to show off her ass in panties, but that goal could be better accomplished without the skirt. But walking around in your undies, that wouldn’t be proper, now would it? So she puts on the barest excuse at modesty, even though her intentions are the exact opposite of modest. And it’s so incredibly FAKE, because she’s not even trying to fool anyone. It’s just for deniability, if only for herself.  
And that’s sort of pathetic.  
And besides, she looks like she was in a drunken hurry and put on one of Sweetie Belle’s skirts. This looks like the female equivalent of leaving your fly open.
