Yep, it was a French cartoon, dubbed into English. Also, it was a shame that they butchered the crap out of their animes, but TMNT got pretty brutal at times. I mean, ‘Same As It Never Was’ is INFAMOUS for being extremely dark, and having a pretty high body count.
Probably because it wasn’t an anime. TMNT 2003 was also done really well.
