A pun on quinceañera, a celebration of one’s fifteenth birthday in Latin cultures (going by what I read elsewhere a long time ago on derpibooru, please correct me if appropriate), suggesting a spelling along the lines of cuteceañera.  
Inference suggests that it’s simply a party which some ponies like to hold in celebration of acquiring their cutie marks, though no further details have been given by the show or IDW comics that I can think of.
