Actually, Discord motive for his actions is him being the spirit of chaos. As I said before, Chrysalis wanted to feed her people and Nightmare Moon wanted revenge. Sombra does not have anything like this, all we know that he showed up and was evil, no backstory was given as to “why?” which makes him a type of one dimensional evil character. Don’t misunderstand me, I’m not bashing him, I’m just saying that of all the villains he is the worst developed one which is actual fact when compared to others.

Expect that he once overthrew Equestria and made it his playground, we know nothing about him. He had a short confrontation with Celestia and Luna, which is also a thing Sombra had.

But Nightmare Moon at least had a well developed background story to her, in truth every villain has it developed but not him. I mean, Chrysalis wanted to feed her people, Discord is just causing chaos because he is spirit of it. Sombra was evil just because he was evil, there was no story from where he is, how did he become evil, why did he become evil etc. He could as well not exist in the arc at all, the story could be “they have to restore empire or it will vanish again” and it still would be okay… his whole involvement (or lack of it) was unnecessary in the show, it didn’t serve any purpose.
