The owner decided he wanted his sea fluffy to have normal legs. I think this is because he wants to screw with it when it’s babies are born and the babies can go swimming where the mother now can’t.
He’s a polite guy when you talk to him, funny enough.

Not atrophied; they’re flippers, because it’s a sea fluffy (apparently).
I think what’s going on here is that the fluffy’s natural legs are atrophied and can’t support its weight, so they removed those legs and stitched on a fresh pair.
However, I believe this is part of a larger series. While this fluffy gets a happy ending, the legs’ “donor” goes through a lot of… nasty stuff.
