There are several programs that can make art, some are free, some cost a bit. The GIMP is free and is similar to Photoshop. Some use Paint Tool SAI though it costs around $50. Others probably use OpenCanvas or Manga Studio, both cost money. One that has good possibilities for this is the new Comicado.
