Yeah.
At least after the fact, the fair itself wasn’t a key driver, they just needed “Rarity designs something for a difficult customer” and the fair was more backdrop than necessity here.
Cliche, trope, plot device.
They all fit better.
I know it’s probably not the right term (deus ex being the thing that solves a problem to resolve the plot) but I’m not quite sure how else to call it but a convenient happenstance to set a plot in motion or explain the absence/inclusion of a character that the plot would fail with/without respectively.

To be fair, they are fun
A random fair is being used ALOT recently in S4 as a plot trigger for events to happen. A deus ex machina to some extent.
Well, gotta use every opportunity to promote your work, I guess.
