It’s not his kid if she’s a thief, that’s how. Only after she would change and actually be his daughter would she be accepted back into the house, Dad knows that theft never amounts to good which makes it easy to spank; theft is not meant to be his offspring. Of course, Celestia was in on taking cookies too and would have gotten the same treatment if she were caught.
 
I do wonder why he called her a thief over cookies, though. Were those cookies not meant for Celestia and Luna?

And just like Luna, a real person treated this way would also go Nightmare Moon on you, and then be banished. Congrats, you’re a bad parent and have created a criminal. And you’re too demented yourself to realise how evil you are, or to ever admit to wrongdoing.

Though it may seem cruel, the cruelty is in Luna here and not her dad. Theft is one part of destruction which never gives anything.
