Nope, it’s the other way around. From the Artist’s mouth herself…

“And if you are wondering what’s going on. Neltharion is using the Dragon Soul against Tirek while Twilight Sparkle helps to add the magic of the Four Princesses to it.”

This artist has started sort of a theme in which a redeemed Neltharion lives in Ponyville and learns the power of Friendship from the Mane Six. So, every image she draws is Neltharion helping the ponies fight something, or just go on some crazy misadventure with the Ponies.
