One of the panels had a book called “Dealing with crazy and old unicorns” or something of that nature written by Clover the Cleaver, so it’s most likely the latter.

After the Comics it seems more like Celestia is Star Swirls prime student. Which could mean a lot of things. Either that this is before the foundation of Equestrian and Clover isn’t around jet. Or it is after the foundation and Clover has completed her studies under him and is now involved into some governing business together with the other 5 founders.
 
Or it could be that Celestia wasn’t born an Alicorn like Twilight and was Clover the Clever before her transformation. :P  
I bet this would be the fan favorite explanation. But which I would personally doubt, like the Star Swirls = Discord theory.

I still wonder about when Clover the Clever will show up in the comic. I mean, we got Starswirl and Clover was Starswirl’s student from what I gathered at that play Twi and co hold for Heart warming eve. So shouldn’t Clover be seen in this or a future arc someday?

Compare this with the season 5 finale. Star Swirl couldn’t forgive Celestia for breaking her promise, but Twilight forgave Discord even when he betrayed all the ponies of Equestria because he helped her to find the keys of the mystery box.
