I had always assumed that the Changelings’ obligation to feed on other creatures combined with a hefty dose of simple realpolitik in her part to produce the villain seen in the show.
 
I’ve been told though, that in the comics, she really is just a psychopath.

Yeah, and while depicting her in this way dooooes seem a bit OOC when you get right down to it, it’s still nice to see.  
But who knows, she too could be a suspect for this type of thing, what with the weight of a nation on her shoulders and trying to find a suitable source of food for all of them. It all comes down to what the driving factor is - if it’s for any reason other than just legitimate “Because being evil is too much fun!” or unrelenting selfishness in general, then they could be just as reformable in this way as any other villain that already has been reformed.

Well, with the sheer number of villains getting reformed here (not complaining, mind you) and in general media where the villain just happens to be some misunderstood oddity that was either driven to villainy or never actually all that evil to begin with, they all seem to get back into others’ good graces when one person still gives them love despite their apparent undeserving state for receiving any. Discord and Sunset are case examples of this in this show, and countless others in all other media.  
Though again, there are exceptions, where they really are just sooooo evil and nasty and giving them love will only make them more powerful and more willing to do whatever vile thing they’re thinking of.
