If Comrade Sparkle were a true communist, she would care about peasants the most of all, because they have the least, and the whole point (at least of philosophical communism) is the creation of a totally classless society where the farmer is equal to CEO and politician, to the point that eventually “ownership” as we know it would cease to exist as all land and means of production would be held in common.
The problem with that is that it is completely against human nature. Collectivism doesn’t work in communities greater than about 150 people, and even then it usually fails.
Also, government-enforced Communism (Lenin/Stalinist, Maoist, Castro to some extent) pretty much guarantees corruption by those doling out the largesse of the state. And since the State controls all means of production, it tends towards inefficiency and low quality due to enforced quotas and a desire (which all governments have) to do things on the cheap.
Comrade Sparkle is indifferent to background peasants
