“Breasts are a surrogate ass” is a British theory that makes no actual sense, but just derives from the stereotypical British spanking fetish. Look at a chimp’s ass. It doesn’t have an “ass” to speak of – no cheeks, just an anus sticking out. Among the great apes, only genus Homo has a real ass. And it co-evolved with upright posture (the gluteus is enlarged into cheeks for supporting an upright stance), same as the breasts (possibly for visual reasons). So why would humans evolve tits to be an eye-level surrogate for something the ancestors of humans never had at eye level or anywhere else?
 
Breasts are an eye-level surrogate vulva, not a surrogate ass. Chimps do have huge labia that swell during estrus, and that swelling is the main indicator of receptivity. That would need visual replacement as the vulva migrated between the legs to support upright posture. It’s possible the cleft of the ass is also a surrogate vulva, in addition to the muscles being enlarged to support standing and walking.
