The guard informing Celestia that the Crystal Empire has returned (S3E01) is an earth pony. And no, it’s not an animation error - he’s fully animated, seen from multiple angles and focus of several shots. He even takes off his helmet, as if the animation team wanted to make sure people pay special attention to his forehead and notice that there’s no horn.
 
BTW, the guards standing beside Celestia in this scene also don’t have horns. Whether is it deliberate or just an animation error - I’ll leave up to you. Personally, I think it was deliberate choice.
