I guess, but then again the 80s He-man is no Don Bluth, is it?.. :p  
just like Hanna-Barbera is mostly quick and easy to produce animations, the point of it was more to fill in the time slot of an episode, that’s why you had lots and lots of shots that either repeat or stay focused on one frame.
 
The 60s to 80s is something I think this youtuber Graund Beaudette puts best in words, Talk is cheap, which I think best sums up how the animation industry was slowly taking shape at the time, cheap and in short supply of the quality we’re pretty much spoiled with nowadays.

It sort of reminds me of rotoscoping. You know, the way they animated the original He-Man cartoons back in the 80s? The movements were slow, but fluid.

you’re closer than you think imo, though if you want to be a master of this art, I guess some critique is that (don’t shoot me..) the animation looks fantastic, but feels a little slow. Maybe that’s on purpose though, but I can’t say from the image alone.
