About the Rarijack part, anyway. I doubt the comic’s gonna contradict me on Scotaloo.
Seemingly, none of the characters central to this comic except Rainbow were gay. Pinkie, Flutter, Applejack, Twilight, and Rarity in Nightmare Rarity’s body all had children who had their own children. <3<
Then shouldn’t Mystery Apple have the Element of Generosity (and Sparity the Element of Honesty)?
And if it works that way, then if Scootaloo didn’t hold the Element of Loyalty at some point, I’m sure it’s not for lack of trying.

But yeah, I don’t see why even bearing an element at all should stay in the bloodline, rather than be something somepony earns if they show they’re worthy.

Just because AJ wielded the Element of Honesty does not mean her offspring have to as well. What if there was unicorn blood in the descendants? The Element of Magic could be wielded by that pony as well.
