Twilight - or any of the Mane Six - voluntarily giving up their Cutie Marks? Not going to happen. It’s very likely, however, that Starlight already plans to take them away by force. Maybe she hopes that by keeping the Cutie Marks hostage, she can make the Mane Six to do her bindings. Forcing Twilight to pretend that “voluntarily” giving up her Cutie Mark was a great thing to do.

They are discussing about Twilight giving up her cutie mark for this cause. So what if Starlight’s toy cutie mark is actually what it turns into after she absorbs Twilight’s and the rest of the ponies marks? Seeing as Starlight’s and Twilight’s cutie marks happen to share the two layered star design.

Going by the “wall of cutie marks” on the DVD cover, I think it’s pretty obvious that Starlight’s ultimate plan is to steal all those talents for herself. And the equal cutie mark probably isn’t actually a cutie mark at all but a mark of enslavement/brainwashing.
 
In other words, Starlight (or whoever she is) is basically doing much the same thing as Tirek.
