Washu from Tenchi Muyo. Genius mad scientist. Depending on which series you watch, either over 700 years old (Tenchi universe), or 20,000 years old (Tenchi Muyo Ryo-Ohki series).  
Her diminutive size means she tends to ask others to call her ‘Little Washu’.
 
She’ll either create something incredibly useful, (interdimensional portals, a machine that can alter reality to suit your needs, a cat/rabbit thing that turns in to a space ship (Ryo-Ohki)), or something that is ridiculously dangerous (planet busting super cannons for example- which is why she got kicked out of the science academy).

Or at the very least, something blowing up in Ryoko and Rainbow Dash’s face. Its Washu were talking about here.
