Why wouldn’t earth pony be able to use magic? It’s a magical land of Equestria after all and never has it been said they wouldn’t be able to do it. If it’s their special talent then it makes sense.

Same way a pony can have a talent solely in magic; some ponies are just more in-tune with certain aspects of magic than others. Tree Hugger does work with rare animals as well so she might have seen something similar. She doesn’t even seem that aware of it, just mixing it in with her normal mellow hippie talk like it’s nothing.

By being in tune with it. Like Granny Smith and the zap apple process. Or Zecora and potions. In this case, Tree Hugger knew about rare creatures and how to calm them down by singing at them. That’s pretty magical if you ask me.
