My headcanon is that ponies, as sentient beings, evolved/were developed/were created when humans were the dominant species on their planet. They adopted/were created with human language and culture, and it still shows in their society away from humans.  
Their mannerisms and sayings end up being a combination of equine-specific (e.g., “everypony”), human-specific (e.g., covering up areas of the body (i.e., analogous to the breasts) that are commonly covered for humans but not equines at all (even ones with human-like sentience and modesty,) sayings like “[not looking] a gift horse in the mouth” from Suited for Success), and a combination of the two (e.g., saddle fashion which is suited for equines but only makes sense when considering humans, wordplay of cities obviously in the United States and Earth like Las Pegasus and Saddle Arabia).
 
An alternative explanation might be to say that what we see and hear is a “retelling” of events adapted for our ears and eyes. In this instance, no one is actually speaking “English”/whatever language the dub is in, and Rarity acted in a manner different from what we saw (e.g., possibly only being very angry or embarrassed that she lost her dress at an event like the Grand Galloping Gala and not because she was recently made nude).
 
 
It could also be because it’s funny. But that would mean I wasted my time in describing alternatives, and I’m just not in a position mentally and emotionally to accept this.
