She’s not. She’s British, which is consistent with most fanon. As for Vinyl, I’m not sure if she’ll get a voice at all. She didn’t have one in the teaser, but it’s hard to be sure just from that. I wouldn’t be surprised if she was still voiceless like in Rainbow Rocks.
Actually her voice actress is Kazumi Evans. This woman just plays the electric cello music that Octavia plays.
I think she’s only doing the electric cello dubstep. From the preview that recently dropped, Octavia seems to have the same VA as in Rainbow Rocks, which would be Kazumi Evans.
Oh, right, they didn’t say anything besides she’ll perform Octavia’s bits.
