Reminds me of the fic where a Changeling was sent to infiltrate Ponyville, and then he confesses that he’s been deceiving them. Only it turns out he forgot to disguise himself the entire stay, so the ponies already knew and accepted him beforehand.

Maybe Changelings AREN’T hiveminds? This one is one Cranky could have met on one of those adventures Steven Magnet said he and Cranky had been on?  
Or if you don’t want to let go of the “changelings have a hivemind” headcanon, just assume Cranky befriended a whole hive instead of just one changeling, and this one is just at the wedding as a representative, since Chrysalis likely wouldn’t be allowed to join. Bedsides, can you imagine the tension in the room if both Chrysalis and Cadance/Celestia had all be there?

Or it could’ve been separated from the rest of its swarm when Shining Armor blasted them away from Canterlot. It’s only a little one; probably doesn’t know how to get home.
 
I figure individual changelings are not serious threats; just minor annoyances when they try to impersonate ponies. It’s only when they’re swarming that they become dangerous. It’s possible this little fellow was adopted by some ponies who took pity on a lost foal.

maybe he’s a Bumblebee type of a Changeling who doesn’t have the ability to Transform or live/work/fight like the ones in the canterlot wedding episode

I imagine his voice being a cross between classic Shredder & Cobra Commander with about 2% Gollum.
