Yes, if manchildren were not allow to be in relationship then most of this fandom would reamin single.  
Beside, Discord mental maturity is way more immature than Fluttershy’s. I have no idea where you get the problem. It was shown several times that Fluttershy and mane6 are in similar age as Cheerilee. And you have Cheerilee almost getting married while Rarity wnated to date 2 guys already. If they can do that then so would Fluttershy. Being shy doesn’t mean being child-like.

So you’re OK with someone with the maturity level of a teenager getting in a romantic relationship with an adult, as long as they’re physically an adult?

She still think of them as young adults, physically they are adult. Just because Discord act like 10 year old, doesn’t mean he coudn’t get into relationship. It’s not the same as Spike who is physically and mentally a child.

The ponies’ ages were left intentionally undefined. I like to think of them as having maturity levels anywhere between 12 and 18, (but remember that maturity is different than age. You can be a 10-year-old with the maturity of a 15-year-old, and you can be a 35-year-old with the maturity of a 15-year-old.) For story telling purposes, they needed to be able to live independent of parents, but innocent enough for the type of lessons they learn at the end of the episodes. Since horses are full grown around 5-ish, I guess I sort of justified it in my head that they could be childlike young adults. I know this answer is frustrating for some people, but it happens often in cartoons. How old is Bugs Bunny? Mickey Mouse? Sponge Bob? I don’t know either.

Hmmm, guess you have a point.
 
Though I like the two styles clashing (love how discords looks), but that’s just a personal preference on my part.
 
I also believe the artist kinda draw all her female kinda cutesy/moe by default if you look through her twitter.
