Think of it this way. The first Equestria Girls had to be made with almost entirely new puppets and environments. The animation quality suffered as a result. That’s why so many characters wore skirts; it was to save time on waist animations. But, with Rainbow Rocks, they had a whole year to improve upon the puppets and environments, and now they’ve had a whole ’nother year to do the same with Friendship Games.
