I actually thought it was bed head till I saw the hair band.
A sports bra is supposed to support the breasts. Loose clothing can’t do that.
But I could see that the shorts might be a bit too short.
I don’t think it’s suggestive for the fact it’s sport outfits. Maybe just because how tight and tiny the outfit is. Also I swore it was pjs at first so she’s just waking up or something.

Women are naturally suggestive. Because everything is from a man’s point of view, and all men are just one unchecked impulse away from leaping on the nearest female and violating her, and anything that doesn’t actively defend against that is at least “suggestive.”
In orer to maybe get a safe rating, she’d have to be wearing a burka, holding up a crucifix in one hand, and a can of mace toward the viewer in the other. Even then, that is someone’s fetish, and probably would just earn the mature tag.
