Well, different seiyuu have different intentions, preferences, etc. Someone like Megumi Hayashibara, who’s also an accomplished singer in addition to being a well-known voice actress wouldn’t have a problem. Someone who is less confident or feels she has a poor singing voice might opt out, and the production company can’t really force it.
But, yeah, I suspect it was the money. If I recall, the way Japanese law works is that songs with vocals are charged differently and stuff, which is why a lot of anime used to not come with the original soundtracks and used new ones whenever they were brought over to the west. It’s also why in Project X Zone several songs were cut from the music list: they were instrumental versions of songs with vocals and so demanded higher prices.
Pity, because I loved the instrumental of GodEater’s song.

Well, that’s a shame. And it really does suck that the Japanese cast was never given the opportunity to do much singing, considering the fact that their version of ‘At the Gala’ actually sounded pretty good.
Also, if money is the real issue, then maybe they should have… ahem PONIED up the extra dough for production costs.
Crappy puns aside, I really wish the Japanese version had a better production.
I think you can blame a spate of crappy fans who criticise those seiyuu who actually do sing for that. Also, because of the way voice acting works, those who sing get paid extra. And of course, there are those who simply don’t want to sing, and as far as I know, Japan doesn’t really have a “speaking role” and “singing role” kind of deal the way Western animation does.

Hopefully, if that happens, they’ll get VAs who will actually sing all the musical numbers! It was quite jarring watching the Japanese episodes, and it suddenly switches to English, during certain song numbers! Rarity was an especially disappointing case! Hell, the ONLY song that featured all of the Mane Six’s Japanese VAs singing was ‘At the Gala!’
Dammit. I would have loved to hear Japanese Sunset Shimmer.

No updates so far from the official MLP Japanese Twitter page, though the hype was at its zenith when its was aired from 2013 to early 2014.
Better yet, will MLP be airing at all?
Will pony be airing with a different cast if the decide to dub past Season 2?
SEGA Toys has become its own entity since the early 2000s (check the wiki). I don’t see any Sonic the Hedgehog merchandise from them.

Recently, the MLP license there in Japan changed hooves from Bushiroad to SEGA Toys.

They probably already know it’s coming. We were going in blind but they have the option to uncover their eyes if they want.
Hopefully, they won’t go nuts like we Americans did when we saw the Season 3 finale.
I don’t think Japan ever saw an official release of S3, so that’s probably why Twi is wingless here.
