Well, it’s not technically correct, but it’s typical depiction is that of a draconic-like unicorn, so~ it’s not entirely incorrect to call them as such, after all, an “Alicorn” isn’t really the “official” term for a winged-unicorn, but that’s what they’re now called in the cartoon, so it still works.
 
Kinda like with my namesake, the original idea of a Cabbit was thought to be a cross-breed of a cat and rabbit, due to genetic defects in certain cat breeds, however ever since the Tenchi series, while they don’t show up in anime outside of it, I’ve seen them to be depicted as shape-shifters a few times before, it’s kind of an evolving concept.

A Kirin is a thing. basically a dragon x unicorn hybrid.
 
So is a hippogryph, which is a griffon x equine.
 
basically, the existence and sentience of the ponies, dragons, and griffon races in the world of MLP means it’s very possible…
